Not sure that I follow you Ian. Some of the stuff is based on questionnaires about attitudes, but mostly it's based on quantitative performances in tests.

Also the comparision was between our own national measuements of these comparitive levels. If we say we are good (not very likely in Scotland) then we would go up. If we underplay our own scores then we slip down these scores.
So these 'values' seem to be neither based on numeracy or scientific practice
